cannot use color:/// uri for scope header foreground and divider color

Bug Description

Creating a scope, I noticed that the color:/// uri notation only works for PageHeader.Background, but it doesn't work for PageHeader.ForegroundColor or PageHeader.DividerColor.

Is it said in any documentation that it should work?

Some of them (like PageHeader.Background) require background scheme URIs, valid URIs for these keys include:

So basically it's "some" and also is defined as "background scheme URIs" so it kind of means foregroundColor would not be using "background scheme URIs" because of the name?
