Bug Description

Steps:
* swipe left/right through all favourite scopes to trigger a refresh where needed
* bottom-swipe to Manage Dash
* select one of the favourite scopes

Expected:
* the scope is opened pre-populated

Current:
* the scope is refreshed on open

I have a branch for this which linked above,and it works fine. But i'm not sure whether it is the most suitable way, maybe there is a better way for this? Modify the "activate" method in unity-scope-shell ? hope to hear your opinion.

https://code.launchpad.net/~feng-kylin/unity8/openPrepopulatedScopeInManageDash/+merge/257616 seems a bit of a workaround of the real issue to me, but if you say not calling root.scope.activate(result); is the right way to go for already favorited scopes I'll review handsome_feng's code.
