wizard aborts and goes directly to the dash

TEST CASE:
1. Go to system-settings and do a factory reset
2. After reboot in the wizard, dismiss the first SIM PIN dialog
3. Select 'French' in the list of languages
4. Tap on 'Continue'

EXPECT RESULT
The step 'device security' is displayed

ACTUAL RESULT
A blank screen is displayed (empty page with the default background) and after a few seconds the wizard stops and the dash loads. The edge intro is skipped.

Michael, seems to happen quite reliably here after bootstrapping / wiping. I can change the language, skip the SIM page and then wizard goes away.

I think what maybe happens is the dash is getting restarted after the language change and the shell gives it focus, dropping the wizard.
