[Wizard] SIM PIN page before language selection

Test case.
- Flash the device with devel-proposed channel (Vivid).
- Go to the wizard.

Expected result.
- Language selection is presented first.

Actual result.
- SIM PIN page is presented in English. Language selection should be first.

I can't reproduce this. I tried ubuntu-touch/devel-proposed image 121 on the krillin. With no SIM, a SIM in slot 1, and a SIM in slot 2. No luck.

And this isn't even with the latest unity8 changes that just landed in vivid (there *was* a change in the SIM page for that update -- shouldn't cause this bug, but it at least would have been a clue).

Any ideas why it's different for you? Can anyone else reproduce this?

I confirm this on krillin/devel-proposed 122. It happens every time, even by restarting the wizard without reflashing.

Sorry yeah, I got confused about what you meant. Once I locked one of my SIMs, I saw it too. Thanks! I've got a branch proposed for this.
