Password gets set instead of a passcode during welcome wizard

Bug Description
Whenever I quickly type the passcode during setup wizard, instead of passcode, password is set as security mechanism
1. factory reset your phone
2. on the startup wizard select 4-digit passcode as security mechanism
3. when asked to confirm the passcode, quickly type it again.
4. finish setup
What happens:
Instead of a passcode the password is set and I am greeted with OSK to unlock the screen.

Yes, I always do --wipe. I am seeing the issue ~70% of the times during my silo testing. I'll try to grab a video

I've also confirmed that you *can* reproduce by re-enabling the wizard, resetting the lock mode to swipe, and rebooting. Should make it much easier to debug rather than having to use fresh images.
For me though, regardless of method, it's about 1 in 7 to reproduce. Which is high! But still requires a bit of churning.

Omer, despite confirming this bug, I would still be interested in a video if you have the time. Your reproduction rate is significantly higher than mine. I just ran through the wizard 10 times with no luck. So maybe your timing is different than mine or something...

I tried twice with my mako and then once with my krillin and couldn't reproduce at all. How often does this happen for you? Do you do anything special at the edge tutorial part?
(When you say "factory reset" you do mean using --wipe with ubuntu- device- flash, right? If you don't pass --wipe, we don't expect the password screens of the wizard to work right.)
