Notify OSD to dailer app on locked phone happens in slow motion on mako vivid

STEPS:
1. Flash the latest Vivid image on mako
2. Let the phone sleep or tap the power button
3. Call the phone
4. The phone wakes pretty fast
5. The you swipe the notify osd to the right the answer the call
6. watch what happens next
7. Hang up
8. Close the dailer app
9. Unlock the device
10. Now with the device unlocked call it again
11. watch what happens again

EXPECTED:
I expected the app to open on the locked phone as smoothly and promptly as it does on the unlock phone

ACTUAL:
On the locked device the animations of swiping and revealing the dialer are really slow.
