Manage Scopes does not display all scopes

Bug Description

On ubuntu-rtm/14.09 r4 and ubuntu-rtm/14.09-proposed r100, bringing up the Manage Scopes view and tapping "All" does not display all installed scopes after install. Only after a search or a reboot are additional scopes displayed as well.

This occurs in unity8 8.00+14.10.20141017-0ubuntu1

Nathan / Niklas, could either of you please give me a set of instructions I can follow to reproduce this issue?

Are the scopes missing from the Manage Scopes view locally installed? Or are they online scopes (E.g. 7digital, Amazon, Grooveshark)? Is the issue that you install a new scope and then that scope is not available from Manage Scopes?

Of course, I can give you further information.

Do a fresh install of ubuntu-trm/14.09 r5. Open the manage all scopes view. Only scopes with local results will be shown.
Search for the name of an online scope (e.g. "7digital") and click on it. Online scopes will be included in the manage all scopes view again.
