WaitingDots causing unity8 to continually render

Bug Description

On Nexus 10, unity8's CPU usage is constantly over 15% when the UI is doing nothing.

Profiling, I found that WaitingDots animation is continually working, and causing the renderer to keep re-rendering.

per some further discussion, the waiting dots is animating (altho not visible) on the mainstage & sidestage...hence its only occurring on N10 and not on N4 (where there's no stageness)

but side stage doesn't look right, not sure why.
