Bug Description
Steps to Repro (with no other apps open):
1. Open Gallery
2. From the toolbar, tap "Camera"
Expected result
Camera app appears fullscreen
Actual result
A blank (i.e. all white) Side stage appears on top of the camera app, and cannot be dismissed.
