Bug Description
Device: tablet, manta or flo
Steps to repro
1. open browser
2. open dialer
3. grab side stage handle, slide it to the right
Expected result
side stage app slides away, main stage app unaffected
Actual result
side stage app slides away, but browser contents are also moving - so input events are getting to the main stage app
