Bug Description
When the Application Launcher is in “hide” mode, doesn't quickly reply when one touch the left side with the mouse pointer; it is necessary to move the mouse pointer as if one knock a door. Increasing the sensitivity for a little more than half, it responds more readily but it is still necessary touch it with real intent.

I don't have time to look for the bug numbers or other discussions, but I can tell you this was intentionally added, in 12.04. Triggering the Launcher immediately was causing lots of false positives, when people went for the browser's back button, for one big example.
