Can't drag window with 3-fingers if they were still for a moment

Bug Description
Steps to reproduce the problem:
1- lay 3 fingers over a window.
* arrow handles/knobs fade in over all corners of the window and on its center, indicating that the window can be moved
2- Wait for around one second then start to slide those 3 fingers
Expected outcome:
Window moves, following user's fingers.
Actual outcome:
Window stays put.
Comments:
On step 2, if you didn't wait the window would follow your fingers.
