Snap to maximize does not snap to the botton screen on dual monitor with top-down arrangement

Bug Description
I am on dual monitor, top-down screen arrangement being the laptop screen at the bottom, and extended monitor on top. Dragging a windows from top to bottom sometimes impossible as mouse cursor will stick to the panel in the bottom screen, and blinking with 'shaking finger'.
Windows in the bottom screen cannot be maximized to the bottom screen, as it will always maximised to the top screen. It is only possible if I snap it to the right first, then double click the title bar.
This bug gives users a bad experience using unity, and should be prioritised.
