Opened windows does not focus nor it is moved to the workspace upon clicking on it

Bug Description

I am in step 102 of 177 in Checkbox Unity Test entitle "launcher/focus-apps-other-ws"

It ask to do the following:

1. Start Nautilus with one window on workspace 1
2. Move to workspace 2
2 [sic]. Click on Nautilus launcher icon
   -> You should be moved to workspace 1 and Nautilus window should be focused

I open Nautilus in workspace 1, and move to workspace 2. And when I click on the Nautilus Icon, it doesn't "seem" to do anything. The window is not focused, nor am I moved to another workspace (namely workspace 1).

However, when I click on the Workspace Switcher, I see that nautilus has moved from workspace 1 to workspace 4.

Thank you submitting this bug report for making Ubuntu better. I can confirm this in Unity 5.8 and pre Unity 5.10. It is not a regression but has been present for some time. Marking confirmed.
