Launcher: "badge" should appear also when the app is closed

Bug Description
When we open Thunderbird or the update manager a badge with the number of unread emails/updates avalible appear in the launcher over the software icon but it disappears as just as we close the application while they should remain and the sofwtare should be able to update the badge remotelly like push notifications in iOS

Desired Solution:
- The launcher should allow apps to optionally run a lightweight service that updates the count indicator when the app is not running.
- This would be an entirely optional capability individual apps could choose to take advantage of.
