Bottom pinned icon on Launcher is pushed around by unpinned app icons

Bug Description
On current Precise beta, the bottom app icon pinned to the Launcher is not 'sticky' as it should be. When I first log in and launch an app that isn't pinned to the Launcher, that app's icon will appear between the bottom pinned icon and second-from-bottom one, instead of between the bottom icon and the workspace switcher as it should.
This is a regression - this problem existed in Oneiric and was fixed recently but after the recent Unity upgrade has now returned.
