[regression] Dash scrollbars are too thin and too hard to catch in 11.10/12.04. Was fine in 11.04.

Bug Description
Scrollbars in the dash are catchable only by pointing precisely on the scrollbar . that's quite difficult and moreover in the home dash for example , clicking outside the scrollbar at the right ( in the lighter border of dash ) close the dash .
