monitor indicators stacked above the (x)(+)(-) buttons but below the title bar of the window

Bug Description

When using the monitors settings control it creates a window which identifies each monitor when it is the focus'd window. For me as focus moves from the window behind the app to it the stacking goes wrong with the window half stacked under the title bar and half over the exit/maximise/minimise buttons.

I talked to apw a few months ago it seems its just one of those races, I tried to reproduce the same bug on the day it was reported but was not able to reproduce it here as well.

A lot of stacking problems have been resolved over the last couple of cycles. Since I can't reproduce this no matter how hard I try I'm just going to go ahead and mark this as wont-fix. If the problem reoccurs, please open a new bug.
