Window maximized position not saved for certain programs

Bug Description

Hello,

In Ubuntu Precise beta, I have some programs that I run maximized, but for which the maximized state is not remembered when i quit and re-launch them, in the same session or after restart.

For example : Gwibber, Hotot, Gnote (main window or individual notes), Updates manager, Eye of Gnome, PDF Mod

When I start them, even if I had maximized them before, they do not launch maximized on the screen...

Exemple with Hotot : sometimes it also make the window to be "over" the screen, here the "close - minimize - maximize" buttons do not appear...

both hotot and eog have the same behavior in gnome-shell so that is not a Unity/Compiz bug

And for Gnote, PDF Mod, Update Manager, Gwibber... ?

If it's not correlated to Unity or Compiz, to what ? Which program keeps
state of the window ?

Would it not be more appropriate to change the affected packages than to invalidate a valid issue? I was going to add System Monitor to the affected packages.
