two useful information:

   1) I think the problem did not exist before March 13, 2012
   2) If I reactivate the global-menu, the problem disappears

Hello

I think I found the problem:

to disable global menu, (I hate global-menu!) I removed those packages:
  - appmenu-gtk
  - appmenu-gtk3
  - appmenu-qt

It worked very well before March 13, 2012,
the bug described here appeared since March 13, 2012.

If I reinstall these three packages, I do not have this bug, but I have the global-menu!

To disable global menu (which I hate!), I used the following procedure:

   echo "export UBUNTU_MENUPROXY = 0" | sudo tee / etc/X11/Xsession.d/81ubuntumenuproxy

it works fine, except for VLC !

it's not quite the same problem:
for me, "export UBUNTU_MENUPROXY = 0" works, except for VLC
