Launcher edge detection still occurs when autohide is set to off

Bug Description

Using multi-monitors and setting the 'autohide' launcher to 'off' still causes unity to invoke it's edge detection when crossing between monitors. This edge detection should not need to occur when the launcher is always visible. If I want to use the launcher I can scroll over to it and use it. There's no reason to have detection to display it.

IMHO the edge resistance should only be there when the left button is held while e.g dragging a window.
May be harder though to use the overlay scrollbar in maximized windows then...

The edge resistance now has a separate setting allowing it to be switched on or off independently of the Launcher state, so marking this bug invalid.
