global menu occasionally stops working for some applications

Bug Description
Today I tried to access the global menu of GTimeLog, but the top bar was empty. Pressing F10 let me loop though all indicator menus, but the global application menu wasn't there. I switched to Chromium to make sure the menu indicator itself was still working -- it was.
Restarting GTimeLog fixed the problem: I could now access its menus using F10 or Alt+shortcut.
Now I have the same problem with xchat-gnome: it's global menu bar is empty.
I don't know how to reproduce the problem on demand.
