Bug Description
I using Inkscape in my work. By default in my Russian system it runs in Russian translation.
One of it's shortsuts is Alt+D. Very very usable. But 'D' in same key as russian 'В' on keyboard.
So when I hit Alt+D opens application menu "&Вид" (it's "&View" in English). '&' - means that next letter is inderlined.
As workaround I use English in Inkscape.
So shortcuts should has higher priority, then menu underlied letters.
