[multimonitor] Opening application menu on one display reveals menus on the other as well

Bug Description

1. make sure desktop is in focus on both displays
2. click on the desktop menu in the display which have the launcher
3. notice the other display

What happens
the hidden desktop menu is shown

What should happen
it should stay hidden

thank you for the bug.
i am able to reproduce this bug as well and its 100% confirm issue.i have made a video of bug hope it helps.
one more thing i want to add that when we open any application at that time than this bug not happen at that time.

Thank you for taking the time to report this bug. We have tried to recreate this on the latest release of Ubuntu and cannot reproduce it. This bug is being marked as Invalid. If you believe the problem to still exist in the latest version of Ubuntu please comment on why that is the case and change the bug status to NEW.
