Launcher does not adapt vertical size after different monitor configuration

Bug Description

My setup is like this:

- External monitor (21") connected through VGA configured to extend my workspace to the left
- Laptop (15.6") with fglrx (Dell Studio 1558, i5)

Scenario 1:
 - Only use laptop (i.e. at work), suspend the machine, get back home, connect it to the external monitor, resume the machine.
=> Result: Monitor is correctly used (extending my workspace to the left), however the launcher is still the height of my laptop screen

Scenario 2:
- Starting from multi-monitor setup (with the launcher having the correct height, i.e. booting with in multi-monitor setup), suspend the machine, disconnect the VGA, resume
=> Result: the launcher is missing! (Forgot to take a screenshot)

This happens frequently, however I can not say for sure it happens 100% of the time, I will keep my eye open

I am not able to reproduce this behavior on Precise on an Intel gfx laptop with external monitor using a docking station. Does this mis-behavior occur every time or just some times? Any tips on how to reproduce it? Can you still see the behavior with Precise?

If you don't want to install Ubuntu Precise, it should be sufficient to boot a Live USB session, configure the monitors, and see if it is working properly now. You can get the current Live USB desktop image at http://cdimage.ubuntu.com/daily-live/current/ and create a USB boot drive using usb-creator.

The problem does not occur every time, I would estimate 1 out of 5. I will try to find out a more reliable way to trigger this bug tomorrow, and I'll also see if I can reproduce it using precise.

For Oneiric:

It looks like this bug depends on the state of the monitor during switching, i.e. it occurs when the monitor is off/on some powersafe-settings.

Steps to reproduce:
1) Turn off the external monitor
2) Go to the Monitor-config in ubuntu and disable the laptops screen and enable the external monitor (at the same time)
3) Press 'apply'
4) Switch the external monitor on
5) Observe bug

For precise: Cannot reproduce, probably fixed?
