Global menu items hidden when not enough space is available

Bug Description
When there is not enough space for the global menu to show all the menu items then the some are hidden. This is a particular problem on netbooks and applications that have a lot of options in the menu (such as gimp). See screenshot, all the options after "Color" are hidden and can not be accessed. I've tried that in a Mac (by setting the resolution to a very low value) and what it does is obfuscates the applets ... which I don't really like either. I believe that when the menu is shown (mouse over the global menu) the panel should take preference in the menu and hide the applets temporarily instead.
