Bug Description
Hey,
The following steps reproduce the problem, make sure you have at least two workspaces vertically aligned, with no apps in the lower workspace and a maximized app in the above workspace. Also you need to make your top panel transparent (around 50% is enough)
- Go to the lower workspace, click on the background so the desktop gets the focus
- ctrl - alt - arrow_up to move to the above workspace
You can now see that in the top panel you have white background (or a part of the application), while you should see a blurred bit of your wallpaper. If you go back to a workspace with no apps, and click again on the desktop so it gets the focus, the panel gets redrawn and is correct again.
I made a video to make it more clear. The video has some issues, but only look at the top panel, this is illustrates the problem.

Conky was the culprit here, killing conky fixed my problem.
Too bad unity and conky aren't working along that well
