Bug Description

In natty, i could drag a file to the launcher over an icon of a running aplication and it would bring up the window (or windows), so I could drop the file in one of them. This doesn't seem to work anymore.

Hello!

So, it happens with every file I tried, and over every icon I try to drop,
regardless of the icon's "light" being on or off (meaning whether I should
or shouldn't drop it there).

Specific steps to replicate:

1. Open Nautilus and Gedit.
2. (For comparison): Shrink Nautilus so the editing surface of Gedit is visible. Drag a text file from Nautilus onto the editing surface of Gedit, and release it. The file is opened.
3. Drag the same file. The launcher appears. Move the mouse over the illuminated Gedit icon, and hold it there without releasing.

Expected result: The Gedit window is focused, so that the file can be dropped onto it.
Actual result: The Nautilus window retains the focus.

Obviously for simply opening a file, you can just release it on the launcher icon to tell that application to open it. But there are cases where you want to drag a file to a specific part of a window. E.g. GMail in Firefox supports dragging & dropping files to attach them when composing a message, but this is distinct from opening a file in Firefox.

Yes, this is still an issue in Precise as of today. Looks like it'll make
it to the final release (again).

Is anyone working on this? Because we are one month away from a LTS release of Ubuntu. If there's anything else I can do to help without having to ninja-code something, I would happily do it.
