Bug Description

When a window isn't maximized, the "close-minimize-maximize buttons don't appear. It's half a problem for window that can be maximized but for those that can't (like System Settings) it's pretty annoing... Ctrl+Alt+Q works but it isn't exaclty intuitive...

Steps to reproduce:
1. Open a maximized window
2. Open an unmaximized window
3. Attempt to close the maximized window

What is expected:
The maximized window can be closed

What actually happens:
The window controls remain hidden
