Can't setup system-wide keyboard layout

Bug Description
I have my computer in Galician language but I use us_intl keyboard layout. As Oneiric is not using the complete upsteam panel for setting keyboard layout I cant apply one keyboard layout system wide.
The only way I found to set this up is:
- Edit file /etc/default/
XKBMODEL="pc105"
XKBLAYOUT="us"
XKBVARIANT="intl"
XKBOPTIONS=""
- And run sudo dpkg-reconfigure console-setup
