Twin screen on vertical layout, lower screen's dock not working properly

Bug Description
I have a dual screen set up with one screen on top of the other. When trying to dock (read maximise) the window in the lower screen it maximises as if the dock doesn't exist. This makes the top 20 pixels go underneath the menus. This problem is especially worse in firefox where it obstructs all tabs(in a tabs on top configuration).
