Cannot drag and drop in Unity dash or to launcher

When attempting to drag and drop files to the launcher to be opened, the launcher appears but does not dim invalid programs. Dropping the file on a program does nothing, when in Natty it opens the dragged file with the program onto which it was dropped (the expected behavior).

Likewise, attempting to drag an icon from the dash to the launcher does nothing. The icon gains a white background as if it has been clicked or hovered over, but the icon does not drag as expected and cannot be dropped onto the launcher.
