What expected to happen:
To handle the window I want

What happened instead:
I can't handle the window at all when I on a specific area.

Description:
Sometimes something like invisible window comes on top of every window and doesn't let me handle the window I want. The height of this invisible window is about a line and the width is about 15cm. I'm saying that it is an invisible window because when the mouse is on top of these area it doesn't let you click or scroll on the window I want, it behaves just like an invisible window.

I can give steps to reproduce this bug because it happens at random times.

I can't explain exactly the bug so I'm attaching a video to help you understand it better. On this video give attention to the cursor behavior in a specific area. Will I'm on that area I'm trying to click and scroll but nothing happens.
