Unable to minimize or unmaximize parent windows when modal dialog is open

Bug Description

When is Synaptic maximized, buttons are on top panel, however when Synaptics opens new window(like install progress dialog), those buttons dissapear even if i click on main Synaptic window and therefore is not possible to unmaximize or minimize entire Synaptic the same way like when it is not maximized.

This will probably be improved in 11.10 when 'dialog sheets' are implemented.

It could confuse users like me and IIRC it have confused me once, raising the priority.

I came here to report this as a flaw and found that it was reported already. I consider this a serious annoyance that needs to be adressed.

It's dissapointing to see this report was here for nearly a year and still nobody cares.
