Unable to permanently add applications to unity taskbar

Binary package hint: unity

I click on the Applications icon on the left-hand unity taskbar. I now drag and drop an application onto the taskbar and then right-click on the new icon to make sure 'Keep in Launcher' is ticked. I run the application and then close it. The icon stays on the taskbar and is still set to 'Keep in Launcher'. When I reboot the new application icon is no longer displayed in the Unity taskbar.
