When you click the icon of an app that has no windows on the current workspace, you should be switched to the workspace which contains windows for it. Or this should at least happen as a double-click action. If I double-click Empathy with 2 windows on different workspaces, they're gathered in Scale to my current view. If there's one window on a different workspaces, though, I have to switch workspaces until I find it.

When you click the icon of an app that has no windows on the current workspace, you should be switched to the workspace which contains windows for it. This behavior is sometimes erratic. When Thunderbird is maximized vertically (dragged to right edge of screen), clicking Thunderbird's icon in the Launcher will cause it to be nudged downward so that it protrudes into the next workspace. Banshee is also inconsistent--sometimes clicking Banshee does not switch you to the workspace containing Banshee. And Sometimes Chrome windows are nudged downward, seemingly at random.
If there's a common element in the misbehaving windows, it seems to be that they are usually occupying the full height of the workspace (dragged to the left or right edge of the screen).
