Bug Description
Binary package hint: totem
When totem is full-screen but out of focus (such as in a dual-screen set up), it is sent to the sent to a lower z-level. This causes the upper Ubuntu toolbar and the Unity bar to appear on top the of full-screen video.
The ideal behavior is for totem to remain always on top when in full-screen so no desktop environment chrome can obstruct it.
Steps to reproduce:
1. Place totem full-screen on one monitor
2. Click any other window on a second monitor
3. Ubuntu titlebar and Unity bar appear on top of the video

I believe this is a bug in Unity, not Totem, and likely a dupe of bug #688825. Unity should detect when an application is full-screen and not appear above it.
