'focus follows mouse' hinders ALT-TAB focus switching

I have set "focus follows mouse" (Windows -> "Select windows when the mouse moves over them"
When I use ALT-TAB to try to switch focus while the mouse-pointer is over another window (as opposed to the desktop or the top status bar) the focus returns to the other window.
With the mouse pointer over an empty part of the screen or on the top title/status/menu bar ALT-TAB focus switching works as expected.

Confirmed. This one is not just a matter of opinion because the behaviour changes and is inconsistent. While Alt-Tab seems reliable at raising windows, whether it then focuses the raised window (which the mouse is not over) is unpredictable. Sometimes it focuses, sometimes not.
