"Home Folder" icon does not open home folder if any other Nautilus window is already open

Bug Description
Binary package hint: unity
If I have a Nautilus window open displaying another folder such as /etc, clicking the "Home Folder" icon in Unity does not open my home folder. Either the icon's behavior should be modified to detect whether or not the home folder is actually open, or its name should be changed to "File Browser" instead.
