[multimonitor] windows maximize under the panel

With a multimonitor setup on a laptop, with the external screen set to be *above* the laptop's LCD:

Maximizing windows to the primary screen (ie. the laptop's LCD) shows windows maximized to the geometry of the screen, rather than that of the desktop. In other words, the top 24 pixels of the window show up under the panel, and can't be clicked (because the panel catches clicks).
