Unity doesn't show launcher or title bar on 2nd X screen

Bug Description

Binary package hint: unity

2 monitors running twinview, third monitor running on separate X screen. No launcher or title bar on third monitor (2nd X screen).
I see this when I right click and try to create a new shortcut for example. Also, the "title bar" at each unity screen doesn't exist.
As well, I just noticed that key presses don't seem to register on third monitor even after moving my mouse over to the top monitor and clicking on its desktop.

I just tested using only 2 monitors, each running separate X sessions. The same behavior occurs.
