This is highly confusing. I think the correct behaviour would be for the launcher to show if the mouse is *anywhere* over the Ubuntu button for a certain period of time, say half a second?

I fully appreciate that (and the benefits of the current design).
However in Bug #745602 Mark Shuttleworth talked of the merits of a two-phase reveal (if the mouse was over the button long enough the launcher would show). I think it's worth keeping this open to track that possiblity for Oneiric.

Yes, it can be kept open for Oneiric, though it should be rephrased as

This seems inappropriate. The new design is perfect. It would be irritating if only by hovering the mouse over the ubuntu button pops the launcher. But the times based popping of the launcher (like half a second) could feel better.
