We can't minimize maximized window when it can't be activated

Bug Description

Maximized parent window can't be minimized when it can't be activated (e.g. Synaptic Package Manager).

step to repro:
1. launch Synaptic Package Manager
2. mark some packages
3. click Apply and show progress bar window
then, no way to minimize synaptic package manager until complete.

Aside from the Synaptic use case where the window cannot be activated, there's the more general issue that:
no close/minimize/restore buttons are displayed on not-active windows that are fullscreen.

So it takes an extra click to activate a window in order to use its buttons. That's a regression.
Should the buttons be displayed at all times to fix this?
