Launcher menus are not keyboard enabled

Launcher menus should work exactly like context menus in other applications. This is important so that users do not have to learn new usage patterns specific to the launcher, and also, for accessability (you cannot assume that all users are capable of using a mouse.)

The following should work:
1. Rick click on a launcher item to bring up quick list menu
2. Press up and down arrows to start navigating selecting items
3. Click enter to launch an item

I think it would be acceptable to require using a right arrow key to get into the quick list, but preferable not to.
