When on a new workspace, apps are opened on the wrong workspace

Bug Description

Binary package hint: compiz

Steps:
1. go to workspace 1
2. click on the web browser icon in the launcher
The web browser opens in that workspace

3. switch to workspace 4
4. click on the web browser icon in the launcher

Result:
The desktop switches to workspace 1 and activates the existing web browser window

Expected:
A new web browser window is opened on desktop 4

This is not a compiz bug. Either the launcher is not aware of
viewports and is asking the browser window to take focus instead of
spawning a new one or the browser asks existing instances to take
focus rather than spawning new ones.

Sounds like it's Unity, then, as this effects all apps on the launcher, the browser was just an example

This is linked to the way the launcher only enables opening one window of each application, so I would say it's on purpose and linked to bug #656517
