app name overlap with file menu if window is not fullscreen

Bug Description

Binary package hint: unity

Nothing to add more, if you use some app with long name, say "Rhythmbox" it will overlap with file menu, if it full screene mode.

This is likely a dup. The preferred behaviour is that the name has the
panel to itself, until the menu is actually needed.
