This occurs both in VirtualBox VMs and on my T61p (nvidia card) laptop. It does not occur on my Dell Mini 10v netbook (intel gpu).

Is there a known workaround for this? I haven't been able to test out anything on Netbook edition since I can't get to a functioning desktop.

You could try pressing Alt+Printscreen+K on the keyboard from the
nonfunctioning desktop to a login screen, and there you can set the window
manager from Netbook edition to Desktop edition.

Is this the same bug as Bug #628828 ?

I just left the following on that page:

I found this bug after an extensive search. I tried loading the ubuntu-10.10-beta-netbook-i386.iso on three machines. The ISO CD MD5 checksum is correct. When booting a live CD session, system boots to the background screen, but the mouse pointer and menus never appear. CTRL-ALT-F1 can get me to a terminal window. Hitting the power switch brings up the shutdown dialog box. Tried the live CD on three machines, all with some variant of Nvidia graphics cards. I performed an install on an HP TC1100 that went well, but I get the same results when the system boots - no menus or mouse pointer. All three of the systems I used for testing (two Dell desktops and the HP TC1100) are running 10.04 desktop with no issues.

Let me know if I can help by providing additional info and what you'd like to see.

This appears to have been "fixed" by bug #614088. Now instead of unity not starting and being left with a blank wallpaper you are given an error that unity does not support your video adapter and you are booted to the login screen which will dump you into the standard desktop mode.

This is better than displaying nothing but I was under the impression if 3d hardware was not available an enlightenment based "unity" was supposed to show up. Whatever happened to that?

Anyways I'll mark this as a duplicate of #614088 since that fix corrected the literal issue presented here.
