Super + Shift + num (1-9) doesn't open a new window of an app

Bug Description
Pressing Super + Shift + number opened a new window of the corresponding application in many versions of Ubuntu, including 20.04. That key combo doesn't seem to do anything in Ubuntu 22.04.
