Unity Launcher hidden behind open applications

Bug Description
To reproduce:
1. Start any application, e.g. Nautilus or Terminal
2. Click 9-dot grid in bottom corner fo screen.
3. The launcher (and it's app shortcuts) are hidden behind the application windows that were opened in step 1.
Those open applications are tiled as if I had pressed the SUPER key (WinKey).
Unable to select the app shortcuts hidden behind the open applications, but I am able to scroll the launcher window down to see the other app shortcuts.
