Newly opened windows appear behind the Unity panel and launcher

Bug Description
Steps to reproduce:
1. Open any window of any application.
Expected result:
The whole window is visible.
Actual result:
The window is obscured by both the launcher and top panel, regardless of what size it is. All new windows appear at position 0,0.
Impact:
User can't move or close windows unless they know to hold Alt and drag the window.
This is a recent regression.

I can not reproduce. Please try a fresh live usb if you can reproduce.
It seems there is something going wrong with compiz with your machine. What happens when you run `compiz --replace` from terminal?
